The very definition of beer is FERMENTED grain.

That said, some people have tried to remove almost all of the alcohol AFTER they fermented. I don't know anyone who was successful enough to turn homebrew into a Non-alcoholic beer (.05% ABV).
 
From what I have read, non-alcoholic beer (and wine) is genuine product that is passed through a special membrane that strips the alcohol. Given that no craft brewery has come out with a non-alcoholic IPA or Stout (which I always said would sell like hot cakes), it has to be an expensive process.
