0 minute hop additions

A lot of recipes I see have 0 minute hop additions.

Are these typically steeped for some period / is there an implied hop stand here?

It seems odd to drop in 2oz of hope and then immediately chill, can anyone shed some light on this for me?
 
I personally prefer hopstand additions to 0 minute. At 0 minutes, you'll still be at boil temperature, thus isomerizing lots of your alpha acids and cooking off other scent/flavor influencing volatiles. Depending on what I'm after, I tend to cool quickly to 170-150 (depending), then add and let stand for 30 minutes before finishing cooling. Gives plenty of hop flavor and aroma with minimal and smooth bitterness. 0 minute additions are like a toned down, more bitter hopstand.
