I've used BRY-97 twice now and the krausen never dropped on either batch. 1.010 sounds like you may have hit FG. Check with a hydrometer 3 days in a row for changes if you want to be sure, or just leave it for another week and you should be safe.

Even with a high OG, you won't need a starter with a one-gallon batch. In fact, you're probably over-pitching to put an entire vial into a one-gallon batch.
If you can't find a clone recipe to start from, it might make more sense to work from an existing recipe for a similar style, and then modify some of the ingredients to better match the style characteristics of the beer you're working towards.
