I ran out of dme and was wondering if I could use sugar for a ghetto rigged yeast starter.

Your yeast are likely to get very lazy that way. What is your SG do you absolutely need a starter?

I'm not sure. Haven't brewed in years. I always used yeast starters. I'm making a amber ale

If it is a kit or you found the recipe somewhere I'm willing to bet it tells you what your OG should be. Regardless an Amber Ale is probably around 1.055 which means a vial should work fine and dry pack will work fine and a smack pack will work fine.
