When I rack my wine is it ok to add water to eliminate headspace? Also when do I degass?

It is okay to add a very small amount of water for topping off. However, you have to realize that's any water added will dilute the taste. I would recommend instead to use something to displace the airspace. Some folks use marbles that have been sanitized. I personally fill the air space with a gas such as argon or carbon dioxide.

As far as degassing is concerned, it can be done at any time up to bottling. Remember to stir vigorously but not so much so that you oxygenate the wine. Many folks simply allow time and a few rackings to do the job.
