Unknown Bacteria layer on top of cider

Hello fellow Homebrewers,

I’ve let a already fully dry fermented Cider batch sit for quite a while in the cellar and a bacteria layer formed on top of it. My guess was it’s vinegar bacteria but it still kept its Ph of 3.7 for over a month. Any clues what it is and how to proceed with it? There is no mold on it.

The film that has formed on top, along with the white flecks, looks to be a pellicle, yes.
Pellicles are usually caused by a wild yeast (possibly by certain bacteria, not sure), that is slowly taking over and turning your beverage sour.
Pellicles or their remnants are not harmful and are safe to be consumed. But the beverage may or may not be palatable.

I have no clue what that brownish spot is in the center.

I see from your previous posts you had a similar problem last year.
