Starters are pretty easy to make, I use the 1g of DME per every 10mL of water rule to get a 1.040 gravity starter (100g for a 1 liter starter). I use a flask, but other sanitized vessels work too.

If you under pitch the yeast by too much, your beer won't ferment properly and your beer will be too sweet. It'll probably be drinkable, but you'd be leaving room for improvement. I've learned this the hard way.
