You have a lot going on here. Victory malt and biscuit malt are essentially the same thing, and together they make up nearly 28% of the grain bill, which is going to be entirely too much, regardless of personal taste preferences. I wouldn't go more than 7-10%, and even at those levels it's borderline overwhelming IMO. I'd bump up the marris otter to around 60% of the grain bill after taking out the access victory/biscuit. You'll have plenty of unfermentables to give it the beer plenty of body.

That's all I got. I'm not sure exactly what you are gunning for, so it's hard to say what else I'd change about this.

If you are going for emphasis on extremely sweet I would hold off on the candi sugar and add some more base malt. I also agree with keeping recipes simple.

Thank you for the link! I will take a look and try to refine. I had a feeling the victory and biscuit malt would be a problem. I also didn't like the candy sugar but I was told it was a must? Thanks for the tips I will do some thinking and refine.

Think about it a bit and let us know what you come up with. Work off of a pre-existing recipe. Keep it simple. Make it once. Add on from there and make it again. That is a proven formula for making a recipe.
