there is a local brewery here in Scottsdale who took silver at GABF for their "candy bar milk stout". i have a recipe below that may not follow very close, but will get the job done. like snickerz barz? have at it!
5.25 gals
9 lbs domestic 2 row
1.5 victory or biscuit
1 chocolate
.5 roasted barley
.5 special B
.5 lactose
1 cup Torani brand salted caramel syrup

1 northern brewer @ 60
1 EKG @ 15
.5 fuggles/styrian @ 5

mash @ 153
im using nottingham at 66°

in secondary add:
6oz peanut butter powder (winco has bulk, or costco has PB2)
1 split vanilla bean
4oz cacao nibs

looks like ~6% abv, 37 ibus, 37 srm.
 
i ended up adding 10 oz of caramel syrup, and this beer needs either more chocolate malt, and/or more time on the pb2. both the chocolate and peanut butter could be more present.

if i do this again, i'd do 2 lbs chocolate malt, 10-12 oz pb2, and possibly another vanilla bean.
