Shank spanner ?

Is there a tool for nipping up the collar on a shank – something like a ‘C Spanner’ ?
Also, are these standard sizes or does every manufacturer produce different size collars ?

Of course UK and some countries use spanner as a generic term for most any wrench whether it's a spanner wrench or not.

At least that's been my impression. So maybe I need to be schooled by those of you from the UK!

I'm still trying to figure out why the OP wants to bite (nip) the collar on the shoulder of the bolt.
 
Having owned MGB sports cars in the past I know what a spanner is. Who knows, on a car, which is the boot, the bonnet, the hood, wings, bushes and an easy one... tyres.
 
The bonnet is the hood. I don't think the hood has anything to with a car, except maybe if you toss one in the boot in case it rains.
