Question about dry hoping

I'm using brew pal for Iphone and when you create an ipa recipe, you add the hops you when to add during the boil and the IBU increase accordingly.

But when you add hops in the dry hopping section, it does not increase the amount of IBU? Is that a bug in the app or is it normal?

I find this odd. Any clarification welcome.
 
Yes, that is correct. Late addition hops and dry hopping ONLY contributes to aroma and flavor. Bitterness is really only extracted if it is boiled for 15+ minutes (to get full bitterness, it takes about 45-60 mins).
