My Wyeast 1084 was smacked during shipment.

I ordered the Wyeast 1084 Irish Ale, it was smacked during shipment and I just put it in the fridge. I wasn't planning on brewing for another week, so today I pull it out. I'm trying to make my starter, but the yeast is not cooperating to well. I will give them some more time; maybe they are just taking a while to wake up?

Give it time, some starters take a while to get going.
