Anyone seen these available? Would they do well in the area of Maryland's Eastern Shore. I know our climate is friendly to hops growing but not sure what Mosaic likes. Also would like to grow Citra. Any ideas?

Think Mosaic is trademark or copyright or proprietary or whatever...

yup, you're not going to get Mosaic or Citra rhizomes (nor Amarillo, nor Simcoe, nor Athanum, etc). they're proprietary varieties owned by the breeders. they are licensed out under contract, or grown by the owners.
