Kegged cider not carbonating

I've had 5 gallons of raspberry cider sitting in my keezer for a week now at 30 psi and still nothing. It's not even undercarbed... It's just not carbed at all. If I pull up on the relief valve I can hear gas flowing out of the tank and through the system. And when I pour a sample, if I don't turn down the psi, it shoots out like it should at that pressure. If I turn down to 12ish, it comes out at normal speed... So, all this tells me that gas is at least getting to the keg. Unless there's something else I'm missing, I guess my only question is if there is the slightest, smallest of leaks, will the liquid fail to carb up?
