I have just keged my second batch and for some reason it is not dispensing. It worked the other day because I washed it and ran sanitizer through the tap lines. Today when I went to try a sample only the leftover water came out. I checked the relief valve and the keg is pressurized. I had it set at about 18 psi for the last two days at approximately 45 degrees. Also, the tubing from the keg to the tap is not filling with beer. Could something be clogged in the dip tube? If so, how do I fix it without dumping the whole batch? I even turned the psi way up for a to see if I could force it out, but that did nothing.
 
You have something stuck in the diptube. Pull keg out. Release pressure, unscrew the out post and see what it is. I know someone who had a huge hop leaf stuck in theirs. They did this, pulled it out and all was good. You may need to pull the dip tube out if nothing is visible at the top.
 
If you press the poppet with your fingernail, does beer come out? That would narrow down the problem a bit.
 
Also try replacing the dip tube o ring. Just did that to fix a dispensing problem.
