This yeast is said to contain 200 billion yeast cells. I’m making a 7% beer and wondering if one pack would be enough as opposed to 2 packs or a starter. The yeast chart calculators say I need 350 billion cells which seems high but maybe not? Also if I under pitch I may get more fruity flavors which is what I am going for.
 
You should make a starter for a 7% beer. I have never used that yeast but I believe the cell count is on the day it leaves the lab.
 
I'm guessing the OP is targeting a 1 Million cells/ml/degree plato pitch rate, which would put a five gallon batch of ~70 point wort pretty close to what two Imperial packages should provide (400 billion cells) even if both packs are a month old.

Drop the pitch rate down to .75 M and it's not even an issue...

Make sure to leave plenty of head room, or use a blowoff tube, that yeast creates a HUGE krausen!
