This a 5 gal batch? Personally I would use 2-row over Maris otter. I love Maris otter but feel it's better in my malty beers. I would also scale back on the crystal. 2 lbs of 40L will give it a pretty sweet taste which won't let the hops shine as much. I typically only use 1 lb and use 15L. Also no point in the 30 minute addition. If it were me I'd do an ounce at 5 minutes and 2 at FO with citrus going in at flameout. Also a little more hops never hurt anything. Let us know what you go with and how it turns out.

you need more late hops or a whole lot more dry hops. 8-12 ounces total for the dry hop method. i don't make that kind of money so i would do this with 30, 15 and 5 minute additions. spend your flavor hops at 30 and 15 with your primary flavors going in at 15. at 5 minute you're in the aroma. whatever you're dry hopping with can go here.

i don't have software in front of me at the moment so i don't know for sure but i feel like you'll want more in your bittering additions. this style of IPA brewing means almost all your IBU's are from your bittering addition. 1.081 OG would want at least 80IBU.
