Using WLP002, I fermented my ESB at too low of a temp (I'd guess 66-68f), and fermentation stuck around 1.022. I put a heater in the room in order to get the temp up to the low 70s, but that didn't help. What did work was racking the beer into a fresh carboy, then back onto the original yeast cake. I swirled the cake back into suspension while racking. Fermentation took back off within a few hours, and I was at FG in 2 days.
Just thought I'd share the success in case anyone else comes across this issue.
 
how long did you wait for the higher temps to work? you could have just gently swirled the yeast up. are you kegging or bottling? all that movement of beer into different fermentors probably got more O2 into your beer than is ideal so if you are bottling you will be introducing even more O2. drink fast. maybe you flushed them with CO2 before racking, who knows.
