Realized I missed a zero in my metric conversion and made a starter that sat overnight on 1000ml of wort with only 10g of dme. If I step it up with the right og, can I save it or is the infection risk too great now?

If everything was properly sanitized, it's covered so the risk is minimal. Step it up. The problem might become your container size since you have so much more wort to add, you could make it a higher OG as it will even back out but I wouldn't make it too "thick." I would try putting it in the fridge overnight so the yeast drops and you can decant the old liquid, then add a 1.040 wort.
