If a magnetic or any other kind of contactor is rated at 30A, does that mean that it is good for 30A through each pole? I read somewhere that it was but i want to be sure.

For example, could i power two 5500W elements through one DPST 30A contactor? That would be ~46A, so is that 23A per pole and still acceptable or does it not work that way?

Yes it can handle 30 amps per side of the contactor. A single 5500 watt element draws 23 amps per side so you can only run one. It has to do with the way multiphase electrical systems work.
