CO2 regulator leaking

I have an old CO2 tank (1989 marked on the tank) with an old regulator in my kegging setup. I noticed that it's leaking out of the regulator. There is a hole drilled in the part that holds the screw you use to set the PSI, and it leaks out of that hole (sometimes). I'm wondering if maybe something's gummed up on the inside... but at the same time I'm also wondering what the purpose of this hole is here for in the first place. The regulator has a bleed valve, and this is not part of it. Any ideas How would you go about cleaning this out, if you do think it might be gummed up and holding something open that shouldn't be?

Hopefully I can get pictures tonight.
