"Charging a hop back"

Hello all,

In the book "Radical Brewing", the author states

"If were going to use the high hop quantities called for in the old recipes, it is a good idea to use them in a less efficient way, like charging a hop back or adding a healthy portion of them at the end of the boil."

Can anyone explain what this means? Alas this is my first brewing related question, that an internet search hasn't clear up right away.

Well, here's one style of hop back

and "charging" it would simply be loading it with hops...
