I had a recipe reduced to make a 2 gallon batch. But the pack of yeast is the same size one would use for a 5 gal batch (Safale US-05 11.5g). If I re-hydrate before pitching, should I use the full pack? Or half a pack? Or??

Don't worry about it. You could pitch half or the whole thing. If you chose to pitch half, the benefit would be saving the other half for your next 2 gallon brew.

2.5 gallon .I pitch half, save half for next brew If im under 1.050. If im in the 1.060+ range I'll put 3/4 in and chuck the rest. Haven't had an issue there
