I only have a 22 quart pot and am thinking of doing an all grain set up. My question is since my pot is so small and all of the recipes I am looking at state I will need a 6.50 gallon boil (too much for me) could I do a 5 gallon the replace the water I lose to boil off at the end to hit my target OG? What are the problems associated with this?

you wont be able to sparge much or any at all so you will get bad efficiency and you hop utilization will go down.
 
You would be better off scaling the recipe down to a 2.5 gallon batch and do that or............get a new 10-15 gallon kettle.

If you really want to go AG those are really your choices for a traditional mash, otherwise you can look into BIAB brewing but you will still need the bigger kettle or only do one gallon batches.
