Do many people do this?

My one homebrew friend swears by adding spices (basil, oregano, etc.) to some of his beers, even IPAs and stuff, claiming it helps the flavors.

Is this done often or is he alone?

In a Belgian I'll play with spices. Fruit in sours or stouts. I like vanilla and Chocolate for imperial stouts.

I have not played with herbs and don't know of anyone I brew with that does it on a homebrew level. Dogfish head uses herbs in a few of their beers. But Sam while put anything in his beers!

I'd say try your buddies beer and see what you think. Certainly won't hurt anything.
