When to chill starter?

I feel like this is a newb question. I have a starter of omega Mexican lager going - 2L. I started it 6pm last night. There was zero activity until 6pm tonight. When I say activity, I mean foaming.

Would you chill it now and decant or let it run a while longer? I feel like it's already gone through the reproduction phase and now it's just fermenting the starter, right? That's where the foam comes from?
 
Disregard. I think I cut it too close with this starter. I need to decant this 2L starter and step it up to a 5L starter and have it ready Sunday at noon. I think it's too tight so I'm just going to let this 2L starter ride until tomorrow night and buy 2 additional packs of yeast at the lhbs on Saturday.
