Force carbing a minikeg, why can't it be done?

So I live in a small apartment, so an actual kegging system isn't feasible at the moment (believe me I wish I could) but I see that there are ALOT of mixed reviews on whether force carbing a minikeg can be done. I've seen DIY methods by adding a valve on the bung and charging the keg with a bike tire. The thing that gets me is, you can naturally carb a minikeg, which is adding the same amount of pressure to the vessel, just by a different method, but why couldn't you just add CO2 from a tank to get the same result?
