Secondary Addition Timing

If I am going to add stuff to my secondary (oak cubes, dry hopping, etc) does it matter when I rack my pri -> sec ? Should I wait 2 weeks (when I normally wait to move my beer if I am going to age it for > 4 weeks) or just when the airlock stops bubbling? Specifically I am going to be using some pineapple for increased aroma in a stronger brew (>8%). Thanks in advance.
 
Transfer from primary to secondary when primary fermentation is done.
Alcohol is maxed (helps to prevent koodies) and CO2 is blown off (helps to keep those nice aromas from going out your airlock).
