So I let my brother borrow my 10 gallon kettle so that he could brew a batch a few months ago. When he returned, it was damaged. Apparently he let some sanitizer soak overnight and the result was some discoloration and deposits. It looks like it's even rusting a little. Can I repair the damage done?

I'd say maybe sand it just a little then boil water in it for a while to build up the oxidation layer again. I vote it can be saved

Absolutely, polish it out with an abrasive like baking soda or barkeeper's friend, then re-season it by boiling in it for an hour or more.
