Pouring Wort into pail

When I initially poured Wort into bucket, the foam generated was about 5" above the Wort. Do I have to wait for that to settle to add yeast slurry?

No, you don't have to wait. You'll be aerating after that anyway? Just have to have the wort at the proper pitching temp.

the yeast are going to make a lot of foam too....

Pouring aerated the wort causing the foam. That is actually good for the yeast. Dump it in.
