Temp needed to sanitize

So I have been doing my starters in my flask inside a pot of boiling water because I have an electric range. They never seam to fully boil but the temp gets real close. Just wondering if this is ok or if I need to buy a funnel and boil my starter in a pot and then transfer.
 
Here is a list of pasteurization temperatures and the time that is needed at that temp to properly sanitize something.

63ºC (145ºF)1) 30 minutes Vat Pasteurization
72ºC (161ºF)1) 15 seconds High temperature short time Pasteurization (HTST)
89ºC (191ºF) 1.0 second Higher-Heat Shorter Time (HHST)
90ºC (194ºF) 0.5 seconds Higher-Heat Shorter Time (HHST)
94ºC (201ºF) 0.1 seconds Higher-Heat Shorter Time (HHST)
96ºC (204ºF) 0.05 seconds Higher-Heat Shorter Time (HHST)
100ºC (212ºF) 0.01 seconds Higher-Heat Shorter Time (HHST)
138ºC (280ºF) 2.0 seconds Ultra Pasteurization (UP)

As you can see pasteurization can happen at well below the boiling point of water, I would say that your near boiling method is working just fine.

Yes it is. I knew that pasteurization was at a lower temperature but was not sure about the time:temperature ratio. It's good to know that an extended hop stand in the 160-170 range will reduce the chance of any possible contamination from adding the hops. Thanks!
