Help.... Is this infection???

This is BM's Bicentennial Blonde recipe it was in the primary for about 3wk OG 1.050 racked to the carboy at 1.012 (~5.0%abv) after about 8 days in carboy looks like this? Never really had this happen to any other beer!!! Is this an infection? Even after full fermentation?

Thanks for the advice...its a bit early for the HB but I will remember that later in the day...
