My Yeast Starter Will Not Start

I smacked my Wyeast 1007 German Ale Smack Pack. I added it to my wort before the pack was completely blown up(25%). Other than that I did everything the same. It usually takes 4 hours to krausen. It is going on 8.
Is it a slow yeast? Or should have I let the nutrients take full affect?
I didnt think it would matter.
 
Should be fine now that you've (hopefully) slept on it all night. Keep in mind that it may have foamed up during the night and already dropped by this morning. You may not see actual kräusen. Check to see if the starter has changed from that dark tan color to a lighter tan color to prove to yourself that the yeast multiplied.
