Lactose is fairly insoluble at room temp and the solubility is still not great at boiling temp. Wikipedia says the solubility is 189g/L at room temp. Compare this to sucrose which is 10x more soluble at 2kg/L. I also failed the first attempt at caramelizing lactose, for similar reasons as above, but one poster had success so I'm willing to try again. https://www.homebrewtalk.com/forum/threads/has-anyone-tried-caramelizing-lactose.346804/
