Carboy Washer Help: PVC Cement Safety

I am currently in the middle of building my carboy washer, and last night I cemented the pvc parts together. I may have used too much cement, and when I pushed the slip fit part against the t, I ended up with some visible cement being pressed out from between the two pieces.

Is this stuff safe? I know that PVC is rated to 140, which I will be under as far as temperature goes, but seeing the goop and the idea of water running over it doesnt inspire confidence. Could I try and sand it down?
