I dry hopped my IPA 8 days ago with pellets. There is still a thick layer of hop particles on top of the beer in the secondary. After searching the forums, a cold crash is not possible so I was thinking of using a muslin bag on the siphon as others have done. Will the hops ever settle or do I just plunge through them with the siphon and filter set up?

If you give the fermenter a little tap every now and then, the hops tend to sink and settle. Not a big whack to shake everything up, just a little tap.

But a grain bag or paint strainer works fine. I use a grain bag for dry hopped beers regardless of whether the hops settled.
