Dry Hopping technique question

I'm doing an IPA that calls for adding the dry hops while fermentation is still finishing up.

Questions:

1) Rack the beer to secondary?
2) If racking, what about the krausen on top? Leave it?
 
Just toss them in primary for last 5-7 days or so, then cold crash (if you do) and bottle/keg.
I didn't saw the difference between primary vs secondary with these pale styles, also IPA is great when young.
As for krausen, it is mostly compound from yeast, breaks, hop debris etc. so there is no need to rack it to secondary.
 
I prefer to wait till FG is reached & the beer is clearing to dry hop one week. More hop oils stay in suspension,rather than coat the yeast cells & go to the bottom.
 
I'm following a specific recipe so I'm just going by the instructions.

This is a clone of Avery DuganA IPA, found in Mitch Steel's IPA book.
