Sick plants .bugs and yellowing..ect

Hope everyone is having a great mothers day...!.....

No on for the not soo good news...
... On the under side of the leaves theres a tinny yellow critter..with small eggs/ balls..clear or slight reflective .... I emailed my local extension office...

any thoughts on the bug.. it would seem its too cold for spider mites but??? idk these are all yellow..... looks like mites but no dots...does not show any leave damage as of yet from the bugs.......its going to be in the 50s all week this week in ny,,, i was thinking of spraying tomarrrow azatrol

here are some pics of the plants... not all of them are like this ..but they are on a lot..
My first guess is iron deficiency but thats hard to believe ...yellow tips turn to entire leave to a whitest yelllow with green veins....
could this be downy mildew? i was trimming a few side shoots on one of the cascade plants and i notices some white stuff in the soil!??? that is not normal... im worried...
there was a wooden stake in the ground near the plant and it too was covered in this....i could brush it off.. pics to follow..

Bugs look like aphids, hard to tell from the photo.

Yellow leaves are a nutrient deficiency of some sort. Definetly not downy mildew.

White fungus in soil is just random, not related to any issues you are having.
