Bottling

I have those Coopers PET 740ml bottles and I will be filling them through a bottling wand and using 2 coopers carbonation drops per bottle.
My question is should I fill the bottles all the way to the top?

With bottling wand it is easy, fill the bottle almost all the way to the top and as you pull the wand away it leaves roughly 1-2 inches in the bottle which is good amount of space.

Fill until it's basically at the brim. When you remove the wand it'll leave the right amount of headspace.
