I stopped by Salvation Army after work today looking for a pressure cooker so I can start slanting yeast. I did not find a pressure cooker but I did find a rice cooker for $5 so I figured I would buy it and find out if it would work later. So does anyone know if this will be usable or am I out of luck?

I don't have any experience with slanting yeast, but I have had experience with sterilization from growing culinary mushrooms. If slanting yeast requires true sterilization, you're going to need a pressure cooker. Sterilization happens above the 212deg reached by boiling/steaming. You need a pressurized vessel to reach that temperature, either an autoclave or pressure cooker.
