Wyeast pouch swelled, but activator still intact

My LHBS sells packs of Wyeast that have been accidentally activated for a steep discount. I bought a pack of 1056 from them and when I was ready to pitch the yeast into my starter, I noticed that even though the packet was swollen, the activator had not been broken. Does this mean the yeast was infected somehow? I went ahead and pitched the yeast into a starter anyways, but it would be good to know how to proceed with this.
 
As long as the package itself was still factory sealed I doubt it would be infected. It may just have swollen due to temp changes, sounds like you got a great deal!
