This is my first starter. This picture was taken 11 hours after making it. Shouldn't there be fermentation activity or should it all be settled like shown? Thanks.

Looks like there is fermentation activity, I would swirl it around whenever you get a chance, but overall it looks good
 
You should shake it intermittently to try to keep the yeast suspended in solution.
Also looks very small for a starter. How big of a brew are you planning.

I'm brewing a 5 gallon batch of Belgian Blonde. The jar is about 6" x 6" wide with about 2 1/2" of volume in the bottom. I started with 2 cups of water, 1/2 cup DME and poured in a small mason jar of washed White Labs 400 from a previous batch..
