Start of an infection?

I transferred my IPA to secondary 3 days ago and everything looked normal. I went down there to look at it today and see white spots scattered on the top. Am I overreacting or is this a sign of infection?

Your fine, Looks perfectly normal to me.
I also have an IPA that looks very similar to that right now.

When you moved it how did it smell?
 
You have what nearly everyone who starts an "is this infected?" thread has, yeast rafts. Little bits of yeast that floated to the surface from the trub. The top of our beers are rarely ever free of stuff.
 
And I repeat, "the surface of any beer is rarely free of stuff." You racked it over, which means you kicked stuff up.....it takes a couple weeks for stuff to drop out. But even then, you'll still get floaties on the surface.
