Not with a cooler, but a false bottom on SS nuts above an element is exactly what my brew kettle is. Old school brewers had no problems installing boil elements into brew buckets and you won't be boiling in the MLT
I think you'd have to carve out a bit of the cooler to get at that inner lining...

If you're by the convention center neighborhood (Chinatown/Penn Quarter) you may want to hit Brasserie Beck. They have a huge selection of Belgians that aren't available elsewhere. RFD and Brickskeller (same owners) have a very large selection but you'll be able to find those beers elsewhere...

There's a chemist on here somewhere who can tell us why but Iodophor doesn't last once mixed up the way the acid-based sanitzers can.
