maybe if you used the right amount at the appropriate temperature... but at that point why not just use rye malt and avoid the mystery of whether or how much your starches will be converted.
and the grain will come with a bacteria load regardless whether it's flaked or malted.

I'm going to throw in my support for cask and kettle in boonton as well. their grain prices are really great. They also frequently have some of the popular hops when they're totally sold out at the top online shops. The shop owner and his helpers are very nice, also.
If your sanitation is good you can wait several days before pitching. Especially since you've chilled it down to the 30s. You'll be fine. You have plenty of time to make a new starter.
