Please help I have a white soap like stuff on the top of the fermentor, when I pit my sypher in it clumps up. Never had this before. It smells sour, I love sour beers but not sure about this. Please help

I did something similar with a wilkos newkie brown with gervin yeast. After 3 days it was doing nothing so i reyeasted it again and it sorted its self out. Lots of sediment but sediment.
