So, I bought two Rheem SP10868GLs for a 120v ebiab project and noticed this plastic like coating near the base of the element. I know others have used these elements in electric builds but I can't seem to find anyone mentioning anything about this. Anyone know what this is?

So I just tasted it uncarbed. It has too much body compared to GM and the dry hop wasn't simular. It's good, but not that close. Next run I'll probably use just 1oz centennial for the dry hop, 8oz of C60 and c80, and use less munich/more pale.

You definitely have the right method. I do the same thing but I'm using brewtarget and everything works very well. Have you tried disabling autosave?
