The off flavor comes from astringency, I think. It tastes grainy, bitter and overpowers any of the regular flavors in the beer.

General answer on summer tap water is that most people will pre-chill the water before sending it through the chiller. A lot of people will use ice water and a pump to send it through the chiller rather than going directly from the hose.
