    I'm in bulkhead/ball valve hell!

    Ditto to the silicone going inside. Use the nut and washer you show on the inside of your pic on the outside. My old set up was exactly this with 3 flat washers stacked on the outside. I mention old because it was before I found Bobby's amazing Weldless bulkheads.

    rehydrating yeast

    I have never rehydrated dry yeast for wine as it is not necessary. For beer, always. If you insist, I would add the nutrient to the must not the rehydration solution.

    Good low budget dry hopper...

    I'd be very weary of putting that in a plastic better bottle. I'd also be weary of putting "a couple ounces" in there as you will get very little utilization. Bags are the way to go in the keg and IMHO just toss them in the primary for the best utilization. Cheers!

    That's a HERMS not RIMS design. That said you should be fine here as a stepping stone. I did the same thing years ago.

    How long does beer take to carbonate?

    That's about double the recommended dilution I believe. Still should not impact your brew unless you did not train prior to filling...IMHO
