Not gonna lie, it looks bad. Kinda looks like that one time I cooked rice in my rice cooker, forgot about it, unplugged it, and put it away with 2 cups of cooked rice still inside. Nasty surprise when I wanted to cook rice a week later. :(

It's unclear on the sugar content of this syrup. It is possible to over or undercarbonate severely. I don't really know how you could safely/reliably prime.
How much cider did you boil down? Was is a commercial cider? Do you have a nutrition label that could tell you how much sugar was...

1.030 is too high and you'll rarely see a beer hit 1.000. It's really when fermentation is complete. Most of the time it's ~1.010. Just wait it out. How long has it been fermenting? Has it stayed at 1.030 for several days now?
